MailAction defines the action for the mail. Following actions are available:

• QUEUE: put mail in queue and try to send immediately; if an error occurs, mail is kept in queue
• DEFERRED: put mail in queue (sending is done by MailQueueTimer)
• NO_QUEUE: send mail immediately without mail queue
